Mr. Malone was excused by the Senate from voting on the
amendment.

Mr. Carroll offered the following amendments :

1st. No pilot shall charge, or receive any compensation
for his services in piloting any steamer, steamship or vessel
propelled by steam, or vessel in tow of a steam tug or tugs,
employed by said vessel, from Baltimore to Cape Henry, and
vice versa, trading regularly from the port of Baltimore,
coastwise or foreign, beyond sixty-six and two-thirds per
cent. of the regular rates established by this Act, under a
penalty of forfeiture of one-half of the amount demanded,
and in violation of this section.

2d. Whenever any vessel shall have passed inside of Cape
Henry, and bound to Baltimore, and wanting a pilot, with-
out having been spoken by a pilot outside of the Cape, the
pilot shall not charge more than one-half of regular rates
established by this Act, and shall be obliged to render ser-
vice, or forfeit his service.

3d. Whenever a vessel shall be run ashore when in charge
of a pilot, unless there shall be palliating circumstances
shown, then the pilot in charge shall forfeit his license in
the discretion of the Board of Examiners.

Which amendments were rejected.
Mr. Smith offered the following amendment:

Amendment. Section 25, line 3, by striking out "one
hundred" and inserting "sixty."

Which was rejected.
