Senate bill entitled an Act to endow the St. Mary's Semi-
nary,
Being the order of the day,

Was taken up on its third reading and rejected by yeas
and nays as follows for want of a Constitutional majority :

House bill entitled an Act to authorize and empower the
Commissioners of Allegany County, to levy a sum of money
to aid in the construction of a bridge across the Potomac river
at Westernport in Allegany county,

Was read the third time, and passed by yeas and nays as
follows:

Grove, Spates,

The bill was then returned to the House of Delegates.

Senate bill entitled an Act to amend the 27th section of Ar-
ticle 38 of Public General Laws of Maryland, by adding
thereto the following sections, increasing Sheriffs' fees of the
several counties of the State,

Was read the second time and ordered to be engrossed for
a third reading.

Senate bill entitled an Act to add a new Article to the Code
of Public General Laws, to be entitled Foreign Insurance, to
provide for the appointment of a superintendent of Foreign
Insurance, and for licensing Foreign Insurance Companies
carrying on the business in this State of Fire Insurance,
Marine Insurance, Inland Navigation Insurance, Life Insur-
ance, Accident Insurance, Health Insurance, and all other
kinds of insurance of every description, and for taxing for
State and municipal purposes, the revenues accruing from
