Senate bill entitled an Act to authorize the Mayor and Coun-
cilmen, of the city of Cumberland, to purchase in the limits
of said city, not exceeding thirty-three (acres of land, to be
conveyed to the Baltimore and Ohio Rail Road Company, for
the purpose of erecting thereon, a rolling mill and other im-
provements, and to issue bonds to pay for the same,
