This action on said bill, was taken in consequence of its
having been read the first and second time, on the same day,
without having suspended the rules by yeas and nays as re-
quired by the Constitution.

House bill entitled an Act to incorporate a company to
make a turnpike road from the city of Westminster to the
Baltimore and Liberty road, intersecting said road between
the village of Eldersburg, and the Baltimore and Carroll
county line, in Carroll county.
