House bill entitled an Act to incorporate the Washington
County Savings Institution,

Being the order of the day,
Was taken up on its third reading.
On motion by Mr. Grove,

The further consideration of the bill was postponed and
made the order of the day for Friday, the 14th inst., at 1
o'clock, P. M.

The Clerk of the House of Delegates returned Senate bill
entitled an act to authorize and direct the Treasurer to pay to
Mrs. Frances Miller a sum of money due Wm. E. Miller,
deceased, for per diem and mileage as a member of the
Legislature of Maryland at the session of 1861.

Endorsed, "Passed by yeas and nays."

The following communication from the Comptroller of the
Treasury was received and read :

COMPTROLLER'S OFFICE,

ANNAPOLIS, Feb. 12,1868.
To the Hon. Barnes Compton,

President of the Senate :

SIR—In reply to an order of the Senate, passed on the 11th.
instant, requesting me to furnish certain information in re-
gard to the creation of the "Tobacco Fund," the loans to
said fund, the present condition of the same, &c., I respect-
fully submit the following statement:

The first Act of Assembly to authorize the establishment
of warehouses in Baltimore city, for the inspection of to-
bacco, was passed at December session, 1823, chapter 165.

The second Act, which provided that the net revenues
arising from inspections, be set apart as a fund for the pay-
ment of the cost of said warehouses, was passed at December
session, 1825, chapter 159 ; and the third and fourth Acts,
which provided for the creation of a loan upon the credit of'
the State, and for the revenues arising from inspections, to
be applied to the payment of the interest on said loan, &c.,
were passed at December session, 1826, chapters 250 and 252.

For detailed statements of the " tobacco fund," loans
made by the State for the erection of warehouses, the receipts
from State wharves, &c., I beg leave respectfully to refer
you to a report submitted in May, 1853, to the Senate of
Maryland, (see document K. of Senate Journal, May 25,
1853,) by the Treasurer of the State ; also to statements
submitted by me on the 20th of February and the 8th of
March last, (see House Journal of 1867, pages 475 and 815,)
