House bill entitled an Act to repeal the Act of 1867, chap-
ter 235, entitled an Act to repeal section 39 of Article 19 of
the Code of Public Local Laws relating to the County Com-
missioners for Somerset county, and to re-enact the said sec-
tion 39 of Article 19 of the Code of Public Local Laws re-
lating to Somerset county, so as to read as follows :

Which was read the first time and referred to the Commit-
tee on Judicial Proceedings.

On motion by Mr. Walsh,

The vote on the rejection of the foregoing message to the
House of Delegates, submitted by Mr. Smith, was recon-
sidered, and Mr. Smith, moved the following substitute:

BY THE SENATE,

January 31, 1868,
Gentlemen of the House of Delegates :

We have received your message proposing that the joint
committee of seven appointed to visit and examine into the
condition of all the benevolent and reformatory institutions
which, are beneficiaries of the State, be authorized and di-
rected to visit and examine into the condition of all such benev-
olent and charitable institutions which have applied, or may
during the session apply to the General Assembly for relief,
or may request said committee to make such visit and exami-
nation, concur so far that that the visits of said committee
shall not extend to any institutions beyond the limits of the
city of Baltimore, or to those may hereafter apply.

A. GASSAWAY,

Secretary,

Which was adopted.

The Clerk of the House of Delegates delivered House bill
entitled an Act authorizing the County Commissioners of
Cecil county to build a bridge over Scotchman's Creek in
said county.

Which was read the first time and referred to the Commit-
tee on Judicial Proceedings.

On motion by Mr. Grove, it was

Ordered, That the chairman of the Committee on Printing
be, and he is hereby required and authorized to have 150
copies of the second report of the committee to frame laws for
general incorporations, for the use of the Senate, same being
entitled " Railroad Companies," with a fly leaf. Also, to
have printed 50 copies of the final report of said commission-
