THURSDAY, January 23, 1868.

The Senate met pursuant to adjournment.
Prayer by the Rev. Mr. Hildt.
Present at roll call :

Messrs. Browne, Clarke, Carroll, Denson, Earle, Fields,
Grove, Henkle, Hyland, Hammond, Lee, Miller, Malone,
Parker, of Calvert, Parker, of Worcester, Snyder, Smith,
Walsh, Welch—20.

Mr. Fields stated that Mr. Biggs was absent in conse-
quence of severe illness.

The President, pro tem., presented the report of the Police
Commissioners for Baltimore city,

Which, was read, and,

On motion by Mr. Snyder,

Was referred to the Committee on Judicial Proceedings.
The following message was received from His Excellency,
the Governor, by the hands of J. M. Carter, Secretary of
State :

EXECUTIVE DEPARTMENT,

ANNAPOLIS, January 22, 1868.
To the Senate:

GENTLEMEN :—I have this day signed and approved the
following bills received from your Honorable Body on the
17th January, instant, and transmitted the same to the Clerk
of the Court of Appeals, in accordance with the provisions
of section 17, Article 2, and section 30, Article 3, of the
Constitution, viz:

An Act to repeal sections 34, 35, 36, 37 and 38 of the 4th
Article of the Code of Public Local Laws relating to the
city of Baltimore, and to substitute in lieu of sections 34, 35
and 37 the following ;

An Act to repeal sections 567, 568, 569 and 570 of the 4th
Article of the Code of Public Local Laws relating to the
city of Baltimore, and to substitute in lieu of sections 567,
568 and 569 the following ;

An Act to repeal section 26 of Article 4, Code of Public
Local Laws relating to the city of Baltimore, and to substi-
tute in lieu thereof the following ;

An Act entitled an Act to amend an Act entitled an Act
to incorporate the President and Directors of the Howard
" Fire Insurance Company of Baltimore.
