On motion by Mr. Brewer, it was

Ordered, That the Committee on Contingent Expenses be
and are hereby requested to report at as early a day as prac-
ticable such arrangements as may be necessary for the fur-
nishing postage stamps and the proper transmission of
letters and other mailable matter connected with the Senate.

The order was adopted.

On motion by Mr. Fields,

Leave was granted to Senators Fields, Snyder, Earle,
Brewer and Parker of Worcester, to report a bill entitled an.
Act to repeal sections 2, 3, 4 and 5 of Article 95 of the Code
of Public General Laws relating to usury, and to re-enact
the same with amendments.

On motion by Earle, it was

Ordered, That Messrs. Earle, Hammond, Grove, Car roll and
Malone be a committee to carry into effect the order adopted
on the 8th instant, to take up the new Constitution and make
reference of such matters therein as require legislative enact-
ment to the appropriate committees.

The order was adopted.

Mr. Hammond from the Committee on the Chesapeake
Bay and its Tributaries, reported a bill entitled an Act to
provide for the measurement of oysters in the State of Mary-
land.

Which was read the first time.

The joint resolution relating to the removal of the office
of the Chesapeake and Ohio Canal Company,

Was read a second time and ordered to be engrossed for a
third reading.

The joint resolution directing the State Librarian to fur-
nish the Clerk of the Circuit Court and Register of Wills for
Wicomico county with certain books,

Was read a second time and ordered to be engrossed for a
third reading.

The Clerk of the House of Delegates delivered the follow-
ing message :

BY THE HOUSE OF DELEGATES,

January 15, 1868.
Gentlemen of the Senate :

In conformity with your message, asking the return to
your Honorable Body of the bill entitled an Act to repeal
section 40 of Article 11, of the Code of Local Laws, entitled
"Frederick county," and to re-enact the same with amend-
ments, we herewith return said bill.
