The bill was read the second time, and ordered to be en-
grossed tor a third reading.

Mr. Denson reported a bill entitled an Act to amend an
Act entitled an Act to incorporate the President and Direc-
tors of the Howard Fire Insurance Company, of Baltimore.

Which was read the first time.

Mr. Earle from the select committee appointed to consider
and report a mode of carrying into effect the provisions of'
the 8th section of the 3d Article of the new Constitution, re-
specting the classification of Senators, and ascertainment, by
lot of their respective terms of office, submitted the following
report :

The Committee appointed to consider and report a mode of
carrying into effect the provisions of the 8th Section of the
3rd Article of the New Constitution, respecting the classifi-
cation of Senators, and the ascertainment, hy lot, of their
respective terms of office, ask leave to submit the following
report :

The Constitution directs the Senate, immediately on its
convening, after the first election, held under its provisions,
to divide the Senators, hy lot, into two classes, each to he
as nearly equal in number as may be. The first class, or
one-half of the Senators shall go out of office at the expira-
tion of two years, the second class at the expiration of
four years, from the Tuesday next after the first Monday
in the month of November, Eighteen Hundred and Sixty-
Seven. The Committee, in view of these provisions, report
the following order and plan for the classification of Sen-
ators :

Ordered, That the Secretary of the Senate shall prepare
twenty-five ballots, equal in size, and alike in form and
character of paper, and inscribe on each of these several bal-
lots one of the names of the counties of the State, and with
one of those of the Legislative Districts of the City of Balt-
imore, each hallot with a different name as follows: Saint
Mary's county, Calvert county, Charles county, Prince
George's county, Montgomery county, Washington county,
Allegany county, Frederick county, Carroll county, Howard
county, Anne Arundel county, Baltimore county, First Le-
gislative District of Baltimore city, Second Legislative Dis-
trict of Baltimore city, Third Legislative District of Balti-
