John M. Carter, Esq., Secretary of State, delivered the
following message from the Executive :

EXECUTIVE DEPARTMENT,

ANNAPOLIS, January 22, 1868.
To the House of Delegates:

GENTLEMEN—I submit herewith, for the consideration of
your Honorable Body, a communication from W. J. New-
man, Esq., Light-House Engineer, in reference to the pro-
posed establishment of a new light-house, to assist in the
navigation of the Brewer ton channel, in the Patapsco River,
and would respectfully recommend upon the part of the
General Assembly, the action suggested in the communica-
tion as necessary to accomplish the desired object.

THOMAS SWANN.
With accompanying papers.

Which were read and referred to the Committee on Ways
and Means.

The bill entitled an Act to incorporate the German Sav-
ings Bank of Maryland,

Being upon a second reading,

On motion of Mr. Bond, of Baltimore city,

The further consideration of the bill was postponed until
Wednesday, the 29th instant.

The bill entitled an Act to incorporate the town of Lu-
therville, in Baltimore county,

Being upon a second reading,

Mr. Poteet submitted the following amendment as new
section 7 :

And be it enacted, That no spirituous liquors shall be sold
within one-half a mile of the limits of said town.
Which was rejected.

The bill was then read a second time and ordered to be
engrossed for a third reading.

The bill entitled an Act for the relief of Nathaniel Duke,
George W. Duvall, and Thomas B. Billingsley,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to authorize the Mayor and City
Council of Baltimore to provide for the improvement of their
public parks by making appropriations therefor within cer-
tain limits,

Was read a second time, and ordered to be engrossed for a
third reading.

The bill entitled an Act for the protection of wild game
