said payments for rents shall be chargeable only to the
appropriations made by law for military purposes, and the
accounts shall be audited and settled at the Treasury, as
hereinbefore provided for contracts and expenditures for
military purposes.
Section 40, line 1, strike out "'military while in" and
insert: militia when called into, and strike out at the end of
the section "where the military are discharged from actual
service, they shall be allowed pay, rations and transportation
to their respective homes."
Strike out section 41.
Sec. 44, strike out at the end "and the Governor as Corn-
mander in-Chief, is hereby fully authorized to apply the said
funds, as will in his judgment best effectuate the purposes
of this Act." and insert: and no expenditures or contracts
for expenditure, shall be made for any military purposes
whatever exceeding the appropriations provided by Act of
the General Assembly.
