Section 8. Strike out section 8th.

Section 11, line 1, strike out "military" and insert mili-
tia ; and in lines 1 and 2, strike out the words "to be ap-
pointed as hereinafter directed" ; and in 5th line strike out
"military" and insert militia.

Section 15, line 1, strike out "military" and insert
militia.

Section 16, strike out from "beginning" down to court
martial, in line 12, and insert : the general staff of the mili-
tia shall consist of an Adjutant General, with the rank of
Major General, and salary at the rate of $2,000 a year, and
a Quartermaster General, a Commissary General, a Chief
Engineer, a Chief of Ordinance, an Inspector General, a Sur-
geon General, a Paymaster General and a Judge Advocate
General, who shall have the rank of Brigadier General, and
shall be appointed by the Governor, by and with the advice
and consent of the Senate, and hold office until the appoint-
ment and qualification of their successors, or until removed
in pursuance of the sentence of a court martial.

Section 17, in line 25, strike out "military" and insert
militia; strike out from after "chief," inline 30, down to
"and he" in line 40, and insert: he shall, except in so far
as the duties may be distributed by the Governor to the
other chiefs of the administrative branches of the general
staff, make contracts with the lowest bidders, upon public no-
tice, for the supply and furnishing to such troops as the Gover-
nor may direct, within the limit of the appropriations by Act
of the General Assembly, to such purpose, uniforms, arms,
ammunition and equipments, the said uniforms not to cost
more than $20 each ; and in all cases, and by whatever offi-
cer these contracts for expenditure shall be made in the man-
ner prescribed ; the said officer shall make and certify the
accounts with explicit vouchers, and transmit the same,
countersigned and approved by the Governor, to the Comp-
troller for final settlement, in the mode and manner pre-
scribed in the Constitution for the audit and payment of
claims against the State.

Section 18. Strike out the section.

Section 20, line 1, strike out "military" and insert militia.

Section 21, line 1, after Chief, insert: within the limit of
the appropriations by Act of the General Assembly, and in
the manner prescribed in the 17th section of this Act; and
in line 7, strike out the words "in the manner prescribed by
the provisions of this Act."

Section 34. Strike out the section.

Section 35. Add at the end of section : and provided that
