The Secretary of the Senate returned the following House
bills, severally endorsed " Passed by yeas and nays."

The hill entitled an Act to aid in construction of works
of internal improvement in St. Mary's, Charles and Calvert
counties.

The bill entitled an Act to alter and amend the Act
of January session, 1867, chapter 304, entitled an Act to
incorporate the Central Maryland Rail Road Company,
passed on the 18th day of March, in the year 1867.

The bill entitled an Act to add an additional section to
Article 19 of the Code of Public Local Laws, entitled Som-
erset county, so as to provide the manner and time for
the appointment and the time of office of the supervisors of
roads in said county.

The bill entitled an Act to regulate the time of holding
the respective Circuit Courts for the several counties com-
prising the Seventh Judicial Circuit of Maryland, and to
repeal the Local Laws for the said counties in reference
thereto.

Also,

The bill entitled an Act to incorporate the town of Bloom-
ington in Allegany county.

Endorsed, "Passed by yeas and nays, with proposed
amendment.

Amendment proposed.

Strike out section 14 and insert the following as

SEC. 14. Be it enacted by the General Assembly of Mary-
land, That this Act shall not go into operation or take effect
until the same shall have been submitted to a vote of the
citizens of Bloomington, residing within the limits described
and specified in sections 1, 2 and 9 of this Act, and it shall
he lawful to hold said election, for the acceptance or rejection
of this Act, on the same day and in the same manner as is
directed and prescribed for the election «f Commissioners for
said town of Bloomington, by sections 1, 2, 3 and 9 of this
Act; and if a majority of the votes cast at the election
held under the authority given by this section shall be for
the acceptance of this Act, or if a majority of the votes cast at
said election shall be against the acceptance of this Act, the
said Judges of Election herein provided for under this sec-
tion, shall make out a correct list of all the names of the
persons voting at said election, and certify under oath the
result of said election to the Clerk of the Circuit Court of
Allegany county, to be by Mm recorded in said office. If a
majority of the votes cast at said election shall be for the
acceptance of this Act, then and in that event the said Act
