land necessary for the erection thereon of said buildings, and
also to contract, agree and pay for, and superintend the erection

and construction of said buildings ; Provided nevertheless, that
the whole cost of said land and buildings shall not exceed the
sum of twenty thousand dollars ; And provided also, that the
said commissioners shall not for the purposes of this act levy
more than four thousand dollars for any one year, and the said
court-house, clerk's office, register's office, jail and poo's house,
when erected, finished and completed shall be used, taken,
held and deemed to be the proper court-house, clerk's office,
register's office, jail and poor's-house of Howard district ; And
provided also, that the said commissioners if they deem it best
for the interest of the district, may instead of purchasing sites'
as aforesaid, and erecting buildings thereon, purchase a house or
houses and place the same in proper order and repair, but the
limits above provided for, for the entire cost of such sites and
buildings, and the annual levy, shall in no case be exceeded.

SEC. 19. And be it enacted. That the commissioners of
Howard district are hereby authorized to borrow the money
mentioned in the preceding section of this bill, and upon such
terms as they may think best ; Provided, that not more than
four thousand dollars shall be due and payable during any one
year.

SEC. 20. And be it enacted, That the commissioners of said
district are hereby authorized, directed and required to assess
and levy, if they shall think it expedient, on the property of the
district at the time of levying their public levies in each and
in every year for five years, annually, if so much money shall
be required, until they shall have levied in the whole the sum
of twenty thousand dollars, and the whole of which if in their
opinion deemed necessary, may be then applied to the purchase
of said sites or buildings or to the rent, as the case may be, or to
the purchase of said sites, and erection and establishment of the
aforesaid public buildings, and the first levy shall be made at
such time as the said commissioners may appoint or direct, and so
on for each consecutive year until the whole twenty thousand
dollars shall be levied, together with the collector's commission
for collecting the same, which commission shall be such as
shall be allowed him for collecting the district taxes, and which
said assessment so as aforesaid to be made and levied, shall be
collected by the collector of the district for the time being in
the same manner as other public charges are by law collected,
and the said sums of money when so as aforesaid respectively
collected, shall be paid by such collector to the aforesaid com-
missioners or their order or orders, and the commissioners of
the tax, are hereby authorized and required to receive and
apply the same to the uses and purposes by this act directed,
