SEC. 2. And be it enacted. That the commissioners aforesaid,
or a majority of them, if they shall deem it expedient and for
the interest of the inhabitants of Worcester county, to carry
into effect the provisions of this act, be and they are hereby
authorized to appoint a committee of committees, agent or
agents, of their own body or otherwise, to contract for the said
land, and to contract for and superintend the erection of the
necessary buildings and improvements thereon, and to provide

report of their proceedings to the said commissioners, or a
majority of them, at their general meetings, whenever required

SEC. 3. And be it enacted, That the said commissioners, or
a majority of them, be and they are hereby authorized and
empowered to borrow from time to time, and upon such terms
as they may deem proper, at a rate of interest not exceeding six
per cent, per annum, any sum or sums of money that may be
required and found necessary to carry into effect the provisions
of this act ; Provided, the same shall not exceed the sum of
fifteen thousand dollars.

SEC. 4. And be it enacted, That the levy court of Worcester
county are hereby authorized and required to levy annually
upon the assessable property of Worcester county, such sum
or sums of money as they in their judgment may deem best,
not exceeding the sum of two thousand dollars, nor less than
one thousand dollars, until the whole sum which the said com-
missioners, or a majority of them, may require, for the pur-
chase of the said land, and to erect thereon suitable buildings
and improvements, and to provide suitable furniture, tools,
farming stock and implements of husbandry, shall have been
