KENT COUNTY.
 

A SUPPLEMENT to the ACT, entitled, an Act to provide for the Public
Instruction of Youth in Primary Schools throughout this State, passed at
December session, eighteen hundred and twenty-five, chapter one hun-

dred and sixty-four,* as far as the same relates to Kent Couniy. — 1833,
ch. 113.

Preamble.

WHEREAS, history and experience attest the truth that no
people can long remain free where the lights of general educa-
tion are withheld ; and, as in this country, the people consti-
tute the sovereign power, the necessity is more imperious that
the benefits of education should be extended, it is believed that
by a well regulated system of primary schools, great and im-
portant results, both moral and political, may be effected ; And
whereas, a majority of the voters of Kent county did at the
election held in October, eighteen hundred and twenty-six,
accept and adopt by their votes the act to establish primary
schools, but in consequence of contrariety of opinion in that
community upon the details of the bill, it has not been carried
into practical operation, and as it is right and proper that the
imperfections of the bill should be removed, and the citizens
realize the important and valuable advantages contemplated by
the adoption of the measure,

SEC. 1. Be it enacted, by the General Assembly of Maryland,
That the levy court of Kent county shall, in the month of April
next, and annually thereafter in the same month, appoint,
(instead of the number of commissioners and inspectors required
by the original act,) five discreet persons for each election dis-
trict in said county, who shall be friendly to the system of pri-
mary schools, to be commissioners and inspectors of primary
schools in their respective districts, and that the commissioners
and inspectors of each district, or a majority of them, shall

tricts as they may deem expedient and to execute and perform
all the duties enjoined upon the commissioners and inspectors

ment of school districts, no one farm, plantation or house shall
be divided, but that the whole of the same shall be embraced
in the limits of one district.

SEC. 2. And be it enacted. That as soon as practicable,
after the division and location of all or any of the school dis-
tricts, and the appointment or election of trustees, as provided
in the original act, it shall be the duty of the said trustees, or
a majority of them, to report to the commissioners of the tax of
the county, if in session, and if in recess, to the clerk to the
said commissioners, a description of the limits and extent of
