SCHOOLS.

been keeping, a fair character for capacity, integrity, punc-
tuality, sobriety and good demeanor; And it is provided fur-
ther, that said district school commissioners shall require of
each teacher, before receiving a draft for his portion of said
school money, that he shall not make, or if made, that he will
relinquish or refund any charge for the schooling of such chil-
dren of needy parents as the said commissioners shall desig-
nate to him ; And provided also, that said commissioners shall,
in the distribution of said money, increase the allowance in

proportion to the sparseness of school population in the
neighbourhood of a school, and to the difficulty of keeping
up such school by means of the support of individuals in-
terested therein.

SEC. 5. And be it enacted, That each one of the said district
school commissioners, before he shall proceed to act as such,
shall make oath or affirmation, as the case may be, in due form,
before some justice of the peace of said county, (who shall
give him a certificate that said oath hath been taken,) that said
commissioner will perform the duty and trust committed to

him under this law, faithfully and impartially ; and for every
clay that any one of said district school commissioners shall
attend, as heroin before required, he shall receive two dollars
from the county commissioners of said county, out of a fund of
one hundred dollars of school money, which sum shall be ex-
cepted from distribution, and which the said orphans court are
hereby directed to place with the said county commissioners
for the purpose of paying the per diem of said district school
commissioners.

SEC. 6. And be it enacted, That the sum or sums of the
share of Harford county of the school funds for distribution by
the treasurer, and of the interest accrued from time to time on
any portion of such funds, shall remain in the treasury of the
slate, and accumulate for the use of said county, until the
same shall be drawn for in the manner herein before pre-
scribed.

sent.

WHEREAS, owing to a mistake committed by the orphans
court of Harford county, the money that ought to have been
distributed among the teachers of schools, in the several school
districts in Paid county under the act to which this is a supple-
ment, has not yet been distributed ; And whereas, the sum that
was distributable in July last, has been drawn out of the trea-
sury by the said orphans court, but has not been apportioned
nmong the several election districts of said county in the man-
ner and within the time directed by the act aforesaid ; therefore,
