SEC. 3. And be it enacted, That at the general election in

residents in such district, to be district school commissioners,
for purposes mentioned in this act ; and the five persons so
voted for, having received the greatest number of ballots in an
election district, [shall be district school commissioners for
said district,*] for and during the space of twelve mouths next
