SEC. 8. And be it enacted, That upon the appointment of a
clerk to the commissioners as aforesaid, the clerk of Calvert
county court shall, on demand of the said clerk to said commis-
sioners, by order of the said commissioners, forthwith deliver
over to the clerk of the commissioners, all the books, accounts,
papers and documents, belonging, or in any manner appertain-
ing to the levy court of said county, and shall annually, on or
before the first Monday in April, furnish to, and lay before, the
said commissioners, all the copies of such lists, accounts, pa-
pers and documents, as may be useful and necessary to the said
commissioners in ascertaining the county charges, and accord-
ing to the ditections which he may from time to time receive
from said commissioners, for which service he shall have and
receive such fees as by law he is entitled ; and in case said
clerk of Calvert county court shall neglect or refuse to comply
with any of the provisions or requisitions of this act, when
called on by said commissioners, or the clerk thereof, by their
order theieafter, he shall, for every such neglect or refusal,
forfeit and pay to the said commissioners, for the use of the
county, the sum of one hundred dollars, to be recovered by in-
dictment or action in Calvert county court ; and the clerk to
the commissioners of the tax shall in like manner be subject to
the same penalties for neglect or refusal to deliver over to the
clerk of the said commissioners all books, papers or documents,
which may belong or in any wise appertain to the board of
commissioners of the tax for Calvert county.

SEC. 9. And be it enacted. That not less than three com-
missioners shall form a board for the transaction of business, a
majority of whom may decide upon all matters coining before
them ; Provided, that the concurrence of three of said commis-
sioners shall be required in passing accounts, directing the
payment of money, or in making appointments to office.

Quorum

SEC. 10. And be it enacted, That the commissioners shall
take such appeals as the commissioners of the tax are now re-
quired to take, for which purpose they shall meet on the first
Monday in April, at the county town, and sit from day to day
for one week, first giving notice, in wilting, stuck up at the
most public places, at least ten days befoie such meeting, in
each election district in the county.

Appeals.

SEC. 11. And be it enacted, That the said commissioners
shall be entitled to receive two dollars per day each, for each
and every day they shall necessarily attend to the duties of
their office.

SEC. 12. And be it enacted, That all suits at law or in
equity which may be pending at the time of the passage of this
