SEC. 15. And be it enacted, That the commanding officers
of the two divisions aforesaid, shall be a board to control any
surplus funds in the hands of the paymaster of either of said
divisions, and if the funds of one division prove inadequate for
the expenses thereof, they shall be supplied from the surplus

after paying the expenses of both divisions, the same shall be
invested in some productive fund, in the name of the state, in
trust for the establishment of an arsenal or arsenals, and drill

SECI 16. And be it enacted. That in said divisions there shall
be adopted the system of tactics and discipline now practised in
the army of the United States ; that the companies of cavalry

artillery and infantry, shall be officered in like manner, as those
of the army of the United States of the corresponding arms,
and that to each company of riflemen shall be attached one

captain and three lieutenants; each company to adopt such uni-
form as they may agree upon ; and all officers except those of
uniform companies, and except also the field and staff officers
of the first rifle regiment, to adopt the uniform prescribed for
the officers of the United States army of corresponding grade
and arm of service, except that for the letters U. S. where used
by the officers of the United States army, there shall be substi-
tuted the letters M. M. to denote Maryland Militia.

SEC. 17. And be it enacted. That the commanding officer of
the third division shall, between the first and fifth days of April
next, cause the bounds of the brigade districts of that division
to be revised and fixed, and published in general orders agree-
ably to the tenth section of the act of eighteen hundred and
twenty-three, chapter one hundred and eighty-eight, and the
said brigade districts shall be made as equal as may be in refer-
ence to population, and one of said districts shall be allotted to
the third brigade, and the other of said districts to the four-
teenth brigade, any thing in the third section of the act of
eighteen hundred and twenty-three, chapter one hundred and

SEC. 18. And be it enacted, That each commanding officer
of the third and fourteenth brigades, is hereby required between
