such persons as may have volunteered to perform a tour of duty
in the year for which said draught is to be made, or who may
have so volunteered, in any year not exceeding four years ante-
cedent thereto, and whose offer shall have been accepted;

duplicate, one copy thereof by mail, directly to the command-
ing officer of the battalion or regiment from which the draught
is to be made, and the other copy to the brigadier-general, to

SEC. 13. And be it enacted, That the governor and council
shall select, appoint and commission from the district militia
officers of each regiment or battalion, one captain and two lieu-
tenants to command each company of infantry and riflemen ;
one captain and two lieutenants to command each company of
artillery, and one captain and two lieutenants to command each
