about half the amount recommended by the House. The Senate passed the
conference committee version 29 to 0.88 The House passed it 114 to 059.
SB 307 This bill dealt with fees for civil marriages. This seemingly innocuous subject
was a source of dissension. Introduced by Senator Malkus, the bill breezed
through the Senate 29 to 0.60 Arriving in the House twelve days before the
end of the session, the bill was amended to give Garrett County a special
provision. A rather large portion of the marriage fees were to be paid over to
the Garrett County Historical Society. The bill then passed the House
113 to 0.61 The Senate refused to concur in this amendment and a conference
committee was appointed. The conference committee on the day before the
session ended, recommended that the Senate amendments be adopted.62 The bill
then passed the Senate and House unanimously.63
SB 308 This bill pertained to the salaries of the clerks of courts. The controversy sur-
rounded the amount — the House said $15,000, and the Senate said $17,000.
The conference committee decided that the Senate figure should stand, and
that the salaries should be not less than $12,000 nor more than $17,000.64
The Senate then passed the bill as amended by the conference committee,
28 to 0,65 and the House passed it 104 to 6.66
