HB 308 This bill dealt with assigned risks of motor vehicle insurance. The basic dispute was over the Senate amendments which set general standards for those drivers who should not have to be accepted by the insurance companies.60 They established who could sell such insurance, and defined the "agent's" responsibility.51 The conference committee rejected all the Senate amendments and proposed a different plan.62 The House passed the conference committee plan 94 to 0" and the Senate passed it 29 to 0.54 APPENDIX III There were seven category "3" Senate Bills: SB 1 The Budget Bill SB 15 Examination of domestic insurers SB 109 Manufacturers & Farmers—tax exemption SB 340 Inspection of motor vehicles SB 468 Wages & hours law SB 568 Reviewing actions of Motion Picture Censor Board SB 661 Amusement taxes in certain counties APPENDIX IV There were three conference committee Senate bills: SB 239 This bill concerned capital stock for insurers. Introduced by Senator North, the bill passed the Senate uneventfully 20 to O.55 In the House, some amend- ments were made by the Committee on Banking and Insurance. These were challenged in a vote to reconsider the report with amendments. As a result, the amendments were withdrawn and the bill was sent back to Committee. The Committee then amended the bill so as to increase the amount of capital, or surplus, on deposit which would be required to maintain insurance com- panies. Perhaps this resulted from the widespread insurance scandals. After being amended, the rules were suspended, 119 to O66 and the bill was passed by the House 120 to O.57 The Senate refused to concur and a conference committee was appointed.
