CONSTITUTIONAL REVISION STUDY DOCUMENTS

Employees: All employees are exempted from the merit system under Md. Code
Ann., art. 41, § 172; art. 64A, § 4.

Function: Official depository of all files, documents, and records of state and
local government not in current use.

Maryland Historical Trust

Established By: Md. Code Ann., art. 41, §§ 181A-181K.

Head: Chairman elected by trustees from their membership. Director
appointed by trustees.

Members: 15 trustees—governor, president of Senate, and speaker of the
House are ex officio members; 12 appointed by the governor. Their
successors appointed by trustees.

Term: 4-year staggered terms.

Removal: Director (and all other employees) may be removed by trustees
at their will.

Employees: All employees are considered to be employees of the Maryland
Historical Trust rather than the State of Maryland. They are
thus exempted from the merit system. Md. Code art. 41, § 181C.

Function: To preserve and maintain historical, aesthetic and cultural prop-
erties, buildings, fixtures, and furnishings pertaining to the State
of Maryland.

St. Mary's City Commission

Established By: Md. Code Ann., art. 41, §§ 365-74.

Head: Chairman.

Members: 7, appointed by the governor, including no fewer than 5 residents
of Maryland and 2 residents of St. Mary's County.

Term: 5 years, staggered.

Removal: No provision.

Employees: 3 employees.

Function: To preserve, develop, and maintain historic St. Mary's City.

War Records Division

Established By: Md. Acts of 1945, ch. 728.

Head: Director.

Function: Under authority from the Board of Public Works. Appropriation
is part of that made for the Maryland Historical Society.
