Established By: Md. Code Ann., art. 23, § 161G.

Head: Director appointed by the governor from list submitted by the
Board of Building, Savings and Loan Association.

Term: 6 years.

Removal: Governor may remove the director for official misconduct, incom-
petency or neglect of duty. Md. Code Ann., art. 23, § 161G.

Employees: Director, with approval of Board, appoints a deputy, examiner
and other employees.

All employees appointed, except deputy who holds at the will of
director, are classified under the merit system. 29 merit employees
and 2 unclassified employees.

Function: Department supervises and regulates the organization and incor-
poration of building, savings and loan associations.

Board of Building, Savings and Loan Association Commissioners

Established By: Md. Code Ann., art. 23, § 161E.

Head: Chairman, vice-chairman and secretary elected by Board.

Members: 7 members appointed by the governor with the advice and
consent of the Senate.

Term: 4 years, staggered.

Removal: Automatic disqualification if member has any interest in any
association which is being heard at a hearing. No other
statutory provision.

Employees: No statutory provision.

Function: Advise and make recommendations to the director on all and
any questions within scope of authority of the director. Md.
Code Ann., art. 23, § 161E(e) (3) (i)-(iv).
