APPENDIX

Members: 7 members appointed by the governor.
Term: 5 years, staggered.

Removal: Any member is subject to removal by the governor at any time
for neglect of his duties or for other cause which, in the opinion
of the governor, makes his continued membership unwise in the
public interest. Md. Code Ann., art. 38A, § 1.

Employees: See fire marshal.

Function: Promulgation of regulations and State fire prevention code. Ap-
points fire Marshal and acts as board of appeals in matters of code
enforcement.

Fire Marshal

Established By: Md. Code Ann., art. 38A, § 7.

Head: Fire marshal appointed by Commission,

Members: No provision in statute.

Term: 6 years.

Removal: Fire marshal is not subject to merit system but can be removed
by the Commission at any time for neglect of duty or other
conduct unbecoming. He is entitled to notice and a hearing.
Md. Code Ann., art. 38A, § 7.

Employees: Necessary assistants, consultants and employees. 13 merit
employees and 1 unclassified employee.

Function: By delegation of authority of Commission, has duty to imple-
ment fire safety programs and enforce all fire laws.

Maryland Home Improvement Commission

07.45.00.01

Established By: Md. Code Ann., art. 56, § 250.

Head: Chairman appointed by the governor from members.

Members: 5 members appointed by the governor.

Term: 4 years.

Removal: No statutory provision.

Employees: Commissioner may employ an executive director. Director appoints
assistants and clerks. Commission may employ and discharge at
any time inspectors, investigators or auditors. Md. Code Ann., art.
56, § 252(c)-(d). 4 merit employees and 12 unclassified employees.
