CONSTITUTIONAL REVISION STUDY DOCUMENTS

Chesapeake Bay Institute of Johns Hopkins and 7 members ap-
pointed by the governor with the advice and consent of Senate
from geographic areas of State listed in statute.

Term: Appointive members, 4 years, staggered.

Removal: Chairman serves at governor's pleasure. The Governor may re-
move appointive members for cause. Md. Code Ann., art.
66C, § 3(d).

Employees: At present there are 5 merit and 9 unclassified employees.

Chairman with approval of Board and in accordance with merit
system appoints executive secretary and other necessary employees
who hold under the merit system. Md. Code Ann., art. 66C, § 4(b).

Function: Board responsible for reviewing and coordinating all natural re-
source activities of the State.

Department of Chesapeake Bay Affairs

09.02.00.01

Established By: Md. Code Ann., art. 66C, § 6.

Head: Director appointed by governor with advice and consent of
Senate.

Members: None.

Term: Present director under merit system and subsequent director
at pleasure of governor.

Employees: Staff appointed by Director subject to merit system.
Removal: Same as above.

Function: General supervisory power, regulation and control over the
natural resources of State within tidal water bounds. Md.
Code Ann., art. 66C, § 13.

Commission on Chesapeake Bay Affairs.
Established By: Md. Code Ann., art. 66C, § 8.

Head: Chairman designated by Commission with the approval of
the governor from its membership.

Governor appoints director of department with advice and
consent of Senate.

Members: 5, appointed from 5 geographical areas set out in statute by
the governor, with senatorial approval.

Term: 4 years.

Removal: No specific provision.
