APPENDIX

Employees: Members serve without compensation, but receive travelling
expenses. May employ necessary assistants.

Function: Coordinates the activities of the various agencies engaged in
mapping and surveying in the State. Funds for the opera-
tion of the Bureau are provided in the budget of the State
Roads Commission.

Department of Motor Vehicles

07.02.00.01

Established By: Md. Code Ann., art. 665/2, § 5.

Head: Commissioner of motor vehicles appointed by the governor.
Appointment is subject to the merit system.

Subject to approval of the governor and the merit system, com-
missioner appoints deputies.

Term: Under merit system.

Removal: Under merit system.

Employees: At present, there are 932 merit and one unclassified employee.

Function: Issues all drivers' licenses in the State; determines driver qualifica-
tions by testing; titles and registers motor vehicles, collects an
excise tax for each title issued, administrates certain insurance
regulations with regard to commercial vehicles; maintains records
of accidents involving damage in excess of $150.00 and records of
violations of motor vehicle laws; conducts hearings to determine
whether or not the driver's license should be suspended or revoked
as a result of a motor vehicle conviction.

By art. 66l/2, § 8 the commissioner is authorized to appoint a
medical advisory board (of five doctors) to advise on mental or
physical ability of license applicants. Each member of the board
receives $35 per meeting.

Head: Commissioner of motor vehicles.

Members: 10—commissioner of motor vehicles; commissioner of insurance;
4 representatives of insurers, one from (a) stock company, (b)
mutual company, (c) independent stock company, and (d) inde-
pendent mutual company (appointed by commissioner of insur-
ance); and 4 representatives of the public (to be appointed an-
nually by the governor).
