Head: Chairman appointed by governor from the State at large. He is
known as the director of highways.
Members: 7-member commission—one each from Eastern Shore; Anne
Arundel, Charles, Calvert or St. Mary's counties; Carroll, Fred-
erick, Washington, Allegany or Garrett counties; Prince George's
or Montgomery counties; Baltimore, Howard or Harford counties;
Baltimore City; and State at large. All members appointed by the
governor.
Term: 4 years.
Removal: Chairman serves at the pleasure of the governor.
Employees: The Commission selects a secretary not a member of the Commis-
sion. The chief engineer, who is appointed by the Commission;
consulting engineers; workman's compensation administrators;
investigators; and sign permit inspectors are exempt from the
merit system at the request of the Commission with the governor's
approval under Md. Code Ann., art. 64A, § 4. The comptroller
and attorney are exempt under Md. Code Ann., art. 64A, § 3.
At present there are 3,915 merit and 254 unclassified employees.
Function: The Director of Highways has exclusive jurisdiction and control
over the location, construction, geometries, design and maintenance
of the highways that embrace the interstate system of highways and
the highways that embrace the primary system of highways. The
Commission formulates matters of policy relating to location, type,
design, construction and maintenance of the secondary system of
highways and the Director carries out and performs such decisions.
Also the Commission maintains and constructs the road systems of
six counties, Cecil, Kent, Talbot, Calvert, Charles and St. Mary's.

the State Planning Commission, the chief engineer of Md.,
director of the Department of Public Improvements, director
of the Department of Geology, Mines and Water Resources,
and dean of College of Engineering of the University of
Maryland.
