Civil Defense Advisory Council

Established By: Md. Code Ann., art. 16A, § 5.
Head: Chairman.

Members: 11 members appointed by the governor who serve without
compensation; director of the Civil Defense Agency who
serves ex officio.

Term: Serve at governor's pleasure.

Removal: By governor.

Employees: None.

Function: To advise the governor and the director of the Civil Defense
Agency on civil defense matters.

Department of Maryland State Police

07.05.00.01

Established By: Md. Code Ann., art. 88B, § 3

Head: Superintendent with rank of colonel appointed by governor with
advice and consent of Senate.

Members: Superintendent.
Term: 4 years.

Removal: May be removed by the governor for official misconduct or incom-
petency. Md. Code Ann., art. 88B, § 3.

Employees: Superintendent establishes rank and grade classifications.

Md. Code Ann., art. 88B, § 6 provides that the merit system can-
not be applied to authorize changes as to pay, ranks, grades, etc.
Superintendent appoints necessary employees from list supplied by
commissioner of personnel and such employees are under the
merit system. Md. Code Ann., art. 88B, § 8. Certain promotions
are not within merit system. Md. Code Ann., art. 88B, § 9.
Suspension may be done for cause. Demotion or discharge must
be done within provision of merit system (art. 88B, § 13). At present
there are 1,099 merit and 1 unclassified employees.

Function: Responsible for enforcement of State laws.
