APPENDIX

Personnel: Governor may remove any member for disability, neglect of duty,
malfeasance in office or misconduct after notice and hearing.
Md. Code Ann., art. 41, § 109,

Employees: Staff and employees are under merit system. Md. Code Ann., art.
41, § 119.

Function: Has exclusive power to parole prisoners; may issue warrants for
return to custody of alleged parole violators and may suspend or
revoke a parole.

PROTECTION OF PERSONS AND PROPERTY
Military Department

07.03.00.01

Established By: Md. Code Ann., art. 65.

Head: Governor is commander-in-chief; adjutant general, ranking line
officer. (Senate confirmation required for adjutant general ap-
pointed by governor.)

Term: Serves until successor appointed or removed from office because
of court-martial.

Removal: Court-martial. See Md. Const., art. II, § 15.

Employees: All officers commissioned by the governor and are exempt from the
merit system under Md. Code Ann., art. 64A, § 3. All civilian em-
ployees on military reservations are exempt under Md. Code Ann.,
art. 64A, § 3.

At present (not counting soldiers) there are 70 merit and 60
unclassified employees.

Function: Maintains...the State Militia, and all State armories.

Maryland Civil Defense Agency

07.04.00.01

Established By: Md. Code Ann., art. 16A.

Head: Director appointed by the governor.

Members: Civil Defense Advisory Council—appointed by the governor and
serve at his pleasure to advise him on matters of civil defense.

Term: As governor so desires.
Removal: At pleasure of the governor.

Employees: Except for the director, all employees are under the merit system.
At present there are two merit and one unclassified employees.

Function: Working with the Office of Emergency Planning, the agency is
responsible for coordination of all state agencies, political subdivi-
