Employees: All merit. At present, there are 71 employees.

Function: Minimum security installations.

Patuxent Institution

12.02.00.01

Established By: Md. Code Ann., art. 3IB, § 1.

Head: Board of Patuxent Institution—chairman designated by
governor.

Members: Chairman of the Board and 4 associate members appointed
by governor with advice and consent of Senate.

Term: 4 years—staggered.

Removal: Governor may remove any member for inefficiency, neglect
of duty, or misconduct in office after notice and hearing.
Md. Code Ann., art. 31B, § 1 (b).

Employees: Director appointed by governor from list of nominees—after
six months on probation, he may be removed by the governor
after notice and hearing. Md. Code Ann., art. 3 IB, § 2.
3 associate directors; ^psychiatrists; 4 trained social workers,
etc. Persons in professional positions, including above, are
appointed by director subject to approval of the Board and
are not under the merit system. Md. Code Ann., art. 3IB,
§3.

Function: Responsible for confinement and treatment, when appro-
priate, for adult criminal offenders classified as defective
delinquents.

Institutional Board of Review

Established by: Md. Code Ann., art. 3IB, § 12.

Head: Chairman.

Members: Director; 3 associate directors; professors from

Maryland Law School; sociologist.
Term: Indefinite.
Removal: No provision.
Function: Examines delinquents to determine if they should

still be classified as such.

Advisory Board for Defective Delinquents
Established By: Md. Code Ann., art. 31B, § 4(d).
Head: Chairman elected from board by members.
