CONSTITUTIONAL REVISION STUDY DOCUMENTS

Employees: All under the merit system except the warden, the assistant
warden, a part-time doctor and a part-time chaplain, who
are exempted under Md. Code Ann., art. 64A, § 2; art. 27,
§ 682, 684. At present, there are employed 302 merit and 4
unclassified persons.

Function: Maximum security prison for the confinement of long-term
male convicts sentenced by the various state circuit courts
and the Criminal Court of Baltimore City.

Maryland Correctional Institution—Hagerstown

12.01.05.01

Established By: Md. Code Ann., art. 27, § 689.

Head: Superintendent appointed by Commissioner of Correction.

Term: Indefinite.

Removal: At pleasure of the Commissioner of Correction.

Employees: Superintendent, assistant warden, part-time doctors and
chaplains are exempted from merit system under Md. Code
Ann., art. 27, §§ 682,684; art. 64A, § 2.
At present, there are 280 merit and 5 unclassified employees.

Function: Incarcerate male offenders ages 16-25 serving indefinite
sentences which have maximum limits.

Maryland Correctional Institution for Women—Jessup

12.01.06.01

Established By: Md. Code Ann., art. 27, § 689.

Head: Superintendent appointed by Commissioner of Correction.

Term: Indefinite.

Removal: At pleasure of the commissioner.

Employees: Superintendent exempted from merit system.

All other employees are under the merit system except for
4 part-time workers. At present, there are 70 merit and 3
unclaassified employees.

Function: Responsible for incarceration of female offenders convicted
of felonies and misdemeanors.
