CONSTITUTIONAL REVISION STUDY DOCUMENTS

Head: Chairman designated by governor; secretary designated by
Chairman.

Members: 12 members appointed by governor, including representatives
of education, health, mental hygiene, state police, public
welfare, judiciary, voluntary child welfare agencies and the
public.

Term: 3 year terms, staggered; members may serve no more than
two consecutive terms.

Removal: No statutory provision.
Employees: No statutory provision.

Function: Acts in general consultative and advisory capacity to the
Director of the Department of Juvenile Services and recom-
mends policies and programs to improve State juvenile
services.

Boys' Forestry Camps

11.01.06.01

Established By: Md. Code Ann., art. 52A, § 1.

Head: Appointed under the merit system by the Director of the De-
partment of Juvenile Services.

Term: Under merit system.

Removal: Governed by the merit system. Md. Code Ann., art. 64A.

Employees: Under the merit system (44 employees—all merit).

Function: County or Baltimore City to pay $180 per annum for each
child committed by it.

Boys' Village of Maryland

11.01.03.01

Established By: Md. Code Ann., art. 52A, § 1.

Head: Superintendent appointed under the merit system by
director of Juvenile Services.

Removal: Under merit system.

Employees: Superintendent and all employees (except professional
teachers) are under the merit system. Professional teachers
exempted under Md. Code Ann., art. 64A, § 3. At present,
146 merit employees and 17 unclassified employees.
