APPENDIX

commissioner); 1 representing the State Department of Em-
ployment Security (appointed by the State Director); 1 rep-
resenting the State Department of Education (appointed by
the State Superintendent); 1 representing the courts (ap-
pointed by the chief judge of the Court of Appeals); and 6
persons representing voluntary child welfare organizations
and the public (appointed by the governor).

Term: No statutory provision.

Removal: Each member of the council shall serve at the pleasure of
the official by whom he was appointed.

Employees: Director of Public Welfare shall serve as executive secretary
to the advisory council—-members of the council receive no
compensation, but do get expenses.

Function: Initiation of activity leading to strengthened child welfare
services, including:

a) prevention and control of illegitimacy by providing
leadership through investigation and recommendation of
policy programs and plans for their implementation.

b) makes recommendations to Board of Public Welfare.

Department of Juvenile Services

Established By: Md. Code Ann., art. 52A, § 1.

Head: Director appointed by governor from a list of 5 designated by the
Commissioner of Personnel as having passed on examination.

Term: Governed by the merit system. Md. Code Ann., art. 64A.
Removal: Under merit provisions.

Employees: Probation and other court service officers and employees under the
immediate direction and supervision of the appropriate judge; all
others under the direct supervision of the Director and under
merit system.

Function: Acts as central, coordinating agency for juvenile investigation, pro-
bation, and after-care services and for state juvenile diognostic,
training, detention, and rehabilitation institutions. Operates juven-
ile facilities, including Maryland Training School for Boys, Boys'
Village, Montrose School for Girls, Maryland Children Center,
Waxter Center, Victor Cullen School, and the Forestry Camps.
