Members: Chairman of State Scholarship Board ex officio. President of
University of Maryland ex officio. 9 members appointed by gover-
nor with advice and consent of Senate.

Term: Members serve for 6 years—staggered.
Removal: No statutory provision.

Employees: Board may designate an executive committee to do work in inter-
vals between meetings. Board may hire employees.
Merit system: 1 merit; 1 unclassified.

Unclassified—part-time employee.

Function: Make loans to students for higher education.

University of Maryland and State Board of Agriculture

Established By: Md. Code Ann., art. 77, § 249.
Head: Board of Regents.

Members: 11 members appointed by governor with Senate approval. 2 of 11
must be nominated from lists from Maryland State Grange and
Maryland Farm Bureau.

Term: 7 years—staggered. Limit of 2 terms.
Removal: No statutory provision.

Employees: Board has right to appoint all employees without being subject
to merit system. After appointment, employees are classified under
the merit system. Md. Code Ann., art. 77, § 249(e)(l). Board
appoints all professors, teachers and instrructors. Md. Code Ann.,
art. 77, § 249 (c). Merit system: University, under its statute, has
autonomy, as to merit system. Md. Code Ann,, art. 77, §§ 249-
259T. (See opinion of Attorney General—May 14, 1956, page 250,
ch. 14, Laws of 1952. In addition, the University's attorneys are
exempt under Md. Code Ann., art. 64A, § 3.
Registrars: exempt as requested.
Librarians: under Md. Code Ann., art. 64A, § 3.

Note: Exemption from the merit system does not extend to the
branches of the University outside of College Park. Md. Code Ann.,
art. 77, § 251 A. All faculty exempt.

Baltimore Campus—2 merit.

College Park— (5159 merit)
(204 unclassified).
