CONSTITUTIONAL REVISION STUDY DOCUMENTS

nominates for approval by Board all teachers, heads of
departments, etc. Board may dismiss any teacher or assistant
upon written recommendation of his president for immorality,
dishonesty, etc., after notice and hearing. Appointments to
all positions, except professional positions, are governed by
merit system.

Merit System: 4 merit; 3 unclassified.

Unclassified: Executive director—Md. Code Ann., art. 77,
§ 165. 3 staff specialists (classified as profes-
sionals)—Md. Code Ann., art. 77, § 165.
Merit System for State Colleges—

All faculty and president (who is considered a faculty mem-
ber) exempted—Md. Code Ann., art. 77 § 165. Librarians
and registrars exempted—Md. Code Ann., art. 64A, § 3.
(Upon request of agency and with approval of the governor,
an employee can be exempted from the merit system under
Md. Code Ann., art 64A, § 3.

Function: Exercises direction and control of the state colleges.

State Scholarship Board

13.07.00.01

Established By: Md. Code Ann., art. 77, § 284D.
Head: Chairman designated by governor.

Members: 7 members appointed by governor:

1) One president of state college or university or nominee.

2) One president of private college or university or nominee.

3) One representative of public high schools.

4) Four citizens of State.

Term: 6 years—staggered.
Removal: No statutory provision.

Employees: Board employs an executive director and others, (all merit system
employees)

Function: Administers General State Tuition, Medical School, and Teacher
Education scholarship programs.

Maryland Higher Education Loan Corporation

13.10.00.01—————————

Established By: Md. Code Ann., art. 43A, § 4.

Head: Board of Directors. Chairman and vice-chairman designated by
governor; serve 1-year terms.
