Employees: Superintendent nominates to State Board all professional and
clerical assistants and may recommend their dismissal; but tenure
and qualifications are determined by the State Board. Md. Code
Ann., art. 77, §§ 45-46.

Function: Superintendent enforces all provisions of the law and by-laws of
the Board of Education. Md. Code Ann., art. 77, § 38. Superintend-
ent passes on proposed school sites subject to rules and regulations
of Board. Md. Code Ann., art. 77, § 40.

Established By: The Federal Higher Education Facilities Act of 1963; Execu-
tive Order, 1963.

Head: Chairman.

Members: 11, appointed by governor, including 3 ex officio members.

Employees: Executive secretary.

Function: To administer the Higher Education Facilities Act of 1963
(Pub. L. No. 88-204) by establishing priorities for federal
grants among the participating colleges, by disseminating in-
formation and by maintaining liaison between the colleges in
Maryland, the State Commission (the Board of Public Works)
and the United States Office of Education.

Board of Trustees of State Colleges

Head: Board of Trustees—chairman selected from Board by its
