Established By: Md. Code Ann., art. 77, §§ 2, 5.

Head: Board of Education—president and vice-president elected by mem-
bers of Board.

Members: 7 members appointed by governor. Superintendent is secretary and
treasurer but has no vote. Md. Code Ann., art. 77, § 20.

Term: 7 members hold for 7 years—staggered.

Removal: Governor may remove any member for immorality, misconduct
in office, incompetency or willful neglect of duty after notice and
hearing. Md. Code Ann., art. 77, § 5.

Employees: 86 merit; 75 unclassified.

Unclassified: State superintendent of schools—Md. Code Ann.,
art. 77, § 37.

Professional (skilled) employees—Md. Code Ann.,
art. 64A, §3.
Part-time employees—Md. Code Ann., art. 64A, § 3.

Function: Makes policy for the public school system and passes the by-laws
and regulations that govern it; general care and supervision of
public education.
