Which was read and referred to Messrs. Holton. Philpot
and Young.
Mr. Compton presented the memorial,of citizens of Charles
county, asking that Magistrates and'Constables fees may be
regulated by the Legislature ;
Which was read and referred to the Committee on Judicial
Proceedings.
On motion of Mr. Kimmell,
Leave was granted to Messrs. Kimmell, Young and Bowie,
to report a bill entitled, an Act to provide for correcting the
lists of qualified voters, by adding thereto the names of citi-
zens of this State, who have been restored to their full rights
of citizenship by an Act of the General Assembly; and for
amending the Article of the Code of Public General Laws,
entitled, Registration, by adding thereto the following sec-
tions.
On motion of Mr. Waters, it was
Ordered, By the Senate of Maryland, that the Governor be
requested to inform this body, of the number and character of
the arms taken by the Federal Government from the several
volunteers, companies and depositories of the State of Mary-
land, and what, if any steps, have been taken to have the
same returned to the State, or to obtain compensation therefor.
On motion of Mr. Davis, of Washington, it was
Ordered, That the Committee on Corporations be requested
to take into consideration the propriety of passing a general
corporation law, and if deemed expedient, to report a bill to
effect the same as soon as practicable.
On motion of Mr. Waters,
Leave was granted to Messrs. Waters, Vickers and Holton,
to report a bill to amend Article 28 of the Code of Public
General Laws in relation to draining lands, by adding addi-
tional sections thereto.
On motion of Mr. Maddox,
Leave was granted to the Committee on Corporations to
introduce a bill requiring all insurance companies in this
State to report semi-annually to the Comptroller, a detailed
statement of their financial condition, and to impose a tax
upon agents of foreign companies operating in this State.
On motion of Mr. Holton,
Leave was granted to Messrs. Holton, Philpot and Young,
to introduce a bill incorporating Ellicotts' Mills, (in Howard
and Baltimore counties,) under the name of Ellicott city.
