Said bill was then returned to the House of Delegates.
On motion by Mr. Kimmel,

The Senate took up for consideration the bill entitled an
Act to repeal an Act passed at the January session, 1867, en-
titled an Act to repeal the 4th, 7th, 15th and 20th sections of
the 4th article of the Local Public Laws of the city of Balti-
more, relative to the qualification of electors in said city,
and regulating the times for holding elections for Mayor and
the members of the City Council, and the terms of and the
time for enteringupon the duties of said offices and to re-
enact the same with amendments.

Mr. Vickers submitted the following message :

BY THE SENATE,

March 21, 1867.
Gentlemen of the House of Delegates:

We received your message and the bill relative to the elec-
tion of Mayor and City Council of Baltimore; and having in-
stituted an investigation as to the insertion of the word " sec-
ond " in the fourth section, and it being proved to the satis-
faction of the Senate that the said word '' second'' was placed
in the said section on its third reading, without the knowl-
edge of the Senate, but without any improper purpose, of any
one; the said word "second" was not passed upon knowingjy
by the Senate. We return you the bill for your action, as we
do not consider that the Senate can now act upon .the said bill.
