Said bill was then returned to the House of Delegates.

Mr. Maddox, from the Select Committee, submitted the
following report:

The undersigned, committee appointed to investigate how
the amendments were made to the bill relative to the election
of Mayor and City Council of Baltimore, respectfully report
that at the time of engrossing the bill it was suggested
that the omission of the word "second," was a clerical error,
and supposing such to be the case, and in order to make the
meaning of the section conform to the other sections of the
bill, the word "second" was inserted. That in our opinion,
it was an improper alteration without the knowledge of the
Senate, but we are unanimously satisfied there was no crim-
inal intention whatever upon the part of either the parties
who suggested or made the alteration.

The Clerk of the House of Delegates returned the following
bills:

A bill entitled, an Act to amend an Act entitled, an Act
to aid and encourage enlistments into the Maryland regi-
ments in the service of the United States, passed 1864, chap-
'ter 15, and to provide for the prompt payment of the boun-
ties therein specified, and to repeal section 4 of said act, and
so re-enact the same so as to make the bounties therein speci-
fied payable to the widows of deceased soldiers, and to make
atid bounties payable to the heirs of such soldiers as having
been honorably discharged after faithful service, have died
without receiving the benefits of its provision;

Endorsed, "passed by yeas and nays."

A bill entitled, an Act to authorize London Park Ceme-
tery to make and enforce calls or assessments upon its capi-
tal stock.

Endorsed, "passed by yeas and nays."

A bill entitled, an Act to incorporate the Still Pond and
Sassafras Wharf Company at Crew's Landing, in Kent Coun-
ty, on Sassafras river;

Endorsed, "passed by yeas and nays."

The Clerk of the House of Delegates delivered the follow-
