to have been rendered, would respectfully say, that Mr. Lu-
ther H. Gadd's salary, as first assistant clerk in the Comp-
troller's office, was fixed by the Act of 1865, chapter 183, at
twelve hundred dollars, which sum has been paid in full;
and whereas, by article 3, section 34 of the Constitution of
1864: "No extra compensation shall be granted or allowed
to any public officer, agent,- servant or contractor, by the
General Assembly, after the services shall have been rendered
or the contract entered into. I decline to pay such extra
compensation. I would further say in this connection, that
Mr. Jump, my predecessor, under whom the services of Mr.
Gadd were rendered, was so doubtful of the value of Gadd's
services, that he only paid him "eleven hundred dollars,"
and the residue, to which I believe Gadd entitled under
the law above recited, was paid on my warrant, in February
last.

Gentlemen of the Senate:
The House of Delegates having refused to concur in
amendments proposed by the Senate, to the House bill en-
titled, "an Act to repeal article 63, Code of Public General
Laws relating to Militia, and sections 652 to 770, both in-
clusive, of article 4, Code of Public Local Laws relating to
Militia, in the city of Baltimore, and to re-enact said article
63 with amendments."
We respectfully request your honorable body to recede from
said amendments.
