704 JOURNAL OF PROCEEDINGS [ Mar. 19,

to levy an additional school tax, as provided for in section 5,
of the 8th article of the Constitution of this State;
Reported it with the following amendment:

Amend section 1, by striking out the word "ten," and in-
serting "five," before the word "cents;"
The bill was then read the second time.

Mr. Vickers, from the Committee on Judicial Proceedings,
to which was referred the bill entitled; an Act to repeal sec-
tion three, of article eighty-five, of the Code of Public Gene-
ral Laws entitled, "Seamen;"

Reported that said bill out not to pass.

Mr. Vickers, from the Committee on Judiciol Proceedings,
to which was referred the bill entitled, an Act to add a new
article to the Code of Public General Laws to be entitled,
Public Roads in Caroline county;

Reported it with the following amendments :

Add in 2nd line of title, after the word "county," the
following: "Talbot county;"

In section 1, in second line, strike out the word "county,"
and insert the word "counties;"

Amend 2nd section in 1st line, after the word "of," insert
the words "either of," and in the said 1st line, strike out the
word "county," and insert the word "counties;"

In section 6, after the word "Caroline," in the 4th line,
insert the word "or;"

In section 7, line 1, after the word "Commissioners," in-
sert the words "of said pounties;"

In section 8, line 1, after the word "Commissioners," in-
sert the words "of the respective counties;"

In section 8, line 2, after the word "county," insert the
words "and Talbot county;"

The bill entitled, an Act to authorize the County Commis-
sioners of the several counties, to levy the county taxes upon
the basis of the assessment of 1866, and the State tax upon
the basis of the assessment of 1852;

The special Committee submitted the following amend-
ment :

In 4th line, of section 1, strike out the word "without,"
and insert in lieu thereof, the words "having due;"

Which was read and adopted.

The bill was then read the third time and passed by yeas
and nays as follow :
