Was read the second time.
On motion of Mr. Tome,

Said bill was re-committed to the Committee on Judicial
Proceedings.

The bill entitled, an Act to provide for the payment of the
Officers of Registration of the State, their offices and expen-
ses ;

Pending its consideration the hour arrived for consider-
ing the Order of the Day.

The President announced the bill entitled, an Act relating
to Small Pox and Vaccination, adding additional sections to
the Code of Public General Laws, title Registration ;

Mr. Jump submitted the following amendment :

Amend by adding the following section to come in before
the last section :

Section —. Be it enacted, that Talbot, Harford and Wor-
cester counties, shall be exempt from the operation of this
Act.

Mr. Davis, of Caroline, moved to re-commit the bill to the
Special Committee on that subject;

Mr. Davis withdrew the motion to re-commit.

Mr. Henkle moved to strike out the enacting clause of the
bill;

Determined in the affirmative, by yeas and nays as follow:
