ings to introduce a bill considering the 1-5 that Baltimore
City Passenger Railroad pays to the city of Baltimore, be
considered an equivalent for the taxes of said road to the

State.

On motion by Mr. Stephenson,

Leave was granted to the Committee on the Library to
bring in a bill to limit the amount of stationary furnished to
members of the General Assembly, and to provide a system
of commutation.

On motion by Mr. Earle,

Leave was granted to the Committee on Finance to report
a bill to aid in relieving the inhabitants of portions of the
South from suffering and starvation.

On motion by Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to authorize London Park Cemetery
to make calls and enforce assessments upon its capital stock.

On motion by Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to provide for the completion of the
assessment, and to make valid the acts of assessors.

On motion by Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to regulate and make valid sales of
collectors of taxes.

On motion by Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to provide for the better regulation
and improvement of London Park Cemetery.
Mr. Earle submitted the following message :

BY THE SENATE,

March 11, 1867.

We propose, with the concurrence of your honorable body,
the appointment of a joint committee of five, two on the part
of the Senate and three on the part of the House, who shall
proceed to Washington city and urge before the appropriate
committee of Congress of the United States the appropriation
of twelve millions of dollars, or such larger amount as may
be thought necessary, which shall be loaned to the people of
the South who may require assistance, to enable them to cul-
tivate their crops, and thus afford permanent relief to her in-
habitants.

We have appointed on the part of the Senate Messrs. Earle
and Billingslea.
