Mr. Vickers, from the Committee on Judicial Proceedings,
to which was referred the bill entitled, an A-ct to release the
surety on the bond of Wm. Henry Waltemeyer ;

Reported it without amendment,

The bill was then read a second time.

Mr. Vickers, from the Committee on Judicial Proceedings,
reported a bill entitled, an Act to repeal section 98 of article
4, of the Code of Public Local Laws, and to re-ecact the same
with amendments ;

Which was read the first time.

Mr. Vickers, from the Committee on Judicial Proceedings,
reported a bill entitled, an Act to authorize and empower
the county commissioners of Kent county to subscribe in be-
half of said county to the capital stock of the Kent County
Railroad Company, to issue bonds for the same, and to pro-
vide for their redemption ;

Which was read the first time.

The President announced the unfinished business of yester-
day, being the bill entitled, an Act to provide for taking the
sense of the people of the State in a call of a convention to
frame a new constitution and form of government, and for as-
sembling the members thereof;

Mr. Maddox submitted the following amendment:

Section 1, line 2, strike out all after the word "on," to and
including the word "next," in the same line and insert
"The Tuesday after the first Monday of November, 1868."

The question on the adoption of the amendment,

Was determined in the negative by yeas and nays as
follow:
