Commissioners of the said Lot, or lease of the
same, and the sufficient conveyance of the title
thereto, or the leasehold interest therein, to the
State of Maryland, the said Commissioners shall

cause to be erected thereon suitable Hay Scales,
and an office for the purposes aforesaid, and upon
the purchase of the said Lot, and the receipt by
the said Commissioners of a sufficient conveyance
thereof as aforesaid, the Comptroller shall issue
his warrant to the Treasurer of the State to pay
over to the grantor or grantors of said land, on the
certificate of said Commissioners or a majority of
them, of said purchase and the conveyance of the
same, such sum of money as said Commissioners
or a majority of them may have agreed to pay for
said lot of ground, and also to pay over to said
Commissioners, or a majority of them, such sum
or sums of money as they may by their certificate
from time to time require for buying and placing
and erecting said scales, and erecting an office for
the accommodation of the Inspector, while in the
performance of his duties as such, and the fitting
of said Lot for the purposes hereby designed. But
the whole of said amount of money for the pur-
chase of the lot of land, and putting it in proper
condition for the use designed by this Act, and for
the scales, and for the erection thereof, and for
the said Office, which is hereby appropriated,
shall not exceed seven thousand dollars. And

the Commissioners are required to make their con-
tracts so as not to exceed said amount. And if
one or more of said Commissioners shall refuse to
act as such or should die, or be unable to act, the
remaining one or two, as the case may be, shall
fill the vacancy or vacancies as often as they
occur, and a majority of them may do all acts
required hereby, due notice being given to all.
And upon the completion of said Office and the
erection of said scales the said Commissioners, or
a majority of them, shall certify said fact to the
Governor, who shall thereupon appoint a proper

said scales, and his duties, in all respects, shall be
such as those now by law required of the Inspector
of Hay and Straw at the Western Scales, and he
shall have like rights, except so far as they are
