The bill was then read the second time.

Mr. Compton, from the Committee on Education, reported
a bill entitled, an Act to alter, amend, and add new sections
to the act of 1865, chapter, 160, entitled, an Act to add a new
article to the Code of Public General Laws, to be entitled,
Public Instruction, providing a uniform system of free public
schools for the State of Maryland;

Which was read the first time.

Mr. Henkle, from the Committee on Internal Improvements,
reported favorably joint resolutions relative to tolls on the
Yorktown and Towsontown Turnpike roads;

Which were read the second time.

Mr. Earle, from the Committee on Finance, reported a bill
entitled, an Act to pay James Hopkins & Son, for cleansing
and restoring portraits of some of the early Governors of Ma-
ryland;

Which was read the first time.

Mr. Vickers, from the Committee on Judicial Proceedings,
reported a bill entitled, an act to authorize the Chester Bridge
Company to pay over certain dividends on the stock of W. B.
Crane, deceased;

Which was read the first time.

Mr. Earle, from the Committee on Finance, to which was
referred the bill entitled, an Act to create a Board of Com-
missioners to keep open the harbor of Baltimore and the ac-
cess thereto from obstruction by ice, and for harbor and river
relief;

Reported it without amendment,

The bill was then read the second time

Mr. Earle, from the Committee on Finance, to which was
referred the bill entitled, an Act to provide for the liquidation
and settlement of arrearages of pay due to the officers and
men of police force appointed and organized under the act of
1860; chapter 7;

Reported it with the following amendments :

Amend section 6, line 1, by inserting after the word "of"
the word "from."

Amend section 6, line 2, by inserting after the words "not
to exced" the word "thirty;"

The bill was then read the second time.

Mr. Bowie, from the Select Committee, reported a bill en-
titled an Act for the repayment out of the storage and outage
on tobacco, monies heretofore demanded and received by the
Inspector of Tobacco in violation of the acts of 1864, chapter
346 and 1865, chapter 194;
