The bill was then read the second time.

Mr. Tome from the Committee on Finance, to which was
referred the bill entitled, an Act to,repeal section 3, of an Act
passed at January session, 1866, chapter 108, entitled, an Act
to amend an Act entitled, an Act to aid and encourage en-
listments into the Maryland regiments in the service of the
United States, passed 1864, chapter 15, and re-enact the same
with amendments;

Reported said bill ought not to pass;

On motion by Mr. Maddox,
Ordered to lie over.

Mr. Vickers, from the Committee on Judicial Proceedings,
to which was referred the bill entitled, an Act to repeal the
Act of 1865, chapter 174, entitled, an Act relating to the
registration of the voters of the State, and to enact other
provisions relative to the registration of voters in lieu thereof;

Reported it without amendment.

The bill was then read the second time.

Mr. Vickers, from the Committee on Judicial Proceedings,
to which was referred the bill entitled, an Act to repeal sec-
tion 17 of article 53 of the Code of Public General Laws, en-
titled "Landlord and Tenant," and re-enact the same with
amendments;

Reported it without amendment,

The bill was then read the second time.

Mr. Vickers, from the Committee on Judicial Proceedings,
reported a bill entitled, an additional poll for Frederick
district;

Which was read the first time.
On motion by Mr. Stephenson, it was

Ordered, That the Committee on the Judiciary inquire into
the expediency of making it obligatory on parties appealing
from judgments of Justices of the Peace to pay all legal costs
before such appeals are allowed.

Mr. Vickers, from the Committee on Judicial Proceedings,
to which was referred the bill entitled, an Act to relieve and
protect the operatives or laborers in the cotton factories of
Maryland;

Reported it with the following amendment :

In 2d section amend by striking out the word "eighteen"
in the fourth line and inserting the word "section" in lieu
thereof; in the 9th line strike out the word "eighteen" and
insert the word "section;" in the 3d section, in the 8th line,
strike out the word "eighteen" and insert the word "section."
